Arroyo represents Pampanga's 2nd District, that is just to the southwest of Angeles City.

Arroyo: Stiffer penalties on sex with the dead

MANILA, Philippines- A law on morbid sexual desire for dead bodies will soon put necrophiles behind bars.
Former President and current second district Pampanga Representative Gloria Macapagal-Arroyo and her son, Camarines Sur Representative Diosdado “Dato” Arroyo filed House Bill 1375 pursuing to penalize necrophiles or those who develop sexual fulfilment by having intercourse with a corpse or dead bodies.
The bill, “An Act Criminalizing Necrophilia”, incorporates stiffer penalties on those who engage in such indecent act and up to 20 years of imprisonment.
“The incorporation of a new Article imposing stiffer penalties on those who engage in such a grisly and heinous act shall put a stop to such vicious bestiality, notoriously offensive and revolting to the feelings of the living” Arroyo said.
The bill also proposes a fine of P100,000 to P500,000 at the verdict of the court.
Arroyo stressed that necrophilia should be penalized to the fullest extent of the law.
“Sexual violation of or sexual intercourse with a female corpse is presently beyond the pale of our criminal justice system. Article 309 of the New Civil Code on desecration of the dead merely gives rise to liability for damages,” Arroyo said.
However, when asked why the Arroyos believed it necessary to file such bill, Arroyo’s Chief of Staff Atty. Raul Lambino declined to give details, noting that Rep. Gloria Arroyo merely co-authored the bill.
“Dato is the principal author of that bill and Rep. Gloria Arroyo only co-authored. We leave everything to Dato, to answer questions on the bill. We won’t be making any comments,” Lambino said.
The proposed bill will still undergo committee debates and several voting before it can be passed by the House.
Last month, a police investigation found a possible necrophilia case in Isabela, where the body of a young girl went missing from her grave.
In a separate report, a body of a missing two-year old child led the police to suspect necrophilia when found.
